Veolia is all about water management... Waste water and what not... They are mostly used in the industry to clean equipment before inspection and/or repairs...

P.S. There in no single contractor that "builds refineries", but a combination of many... The basics:

Engineering & design (like Mustang Engineering, etc.)
Process Engineering (Tech Services, UOP, etc)
Fabrication companies (Turner, CB&I, Wyatt, JV Industrial,etc.)
Post weld-heat treatment companies (TISI, SuperHeat, etc.)
Inspection Companies (Acuren, Mistras, TISI, Qualspec, CATSI, etc.)

...and the list goes on...

Again, as posted above by Cruzaniron... Veolia does NOT build refineries and/or chemical plants... Water, waste water management, maintenance, clean-ups, etc... that is what they do... Read my post... a single company CANNOT build a refinery and/or a chemical plant...

Under an EPC contract they can. They may sub out some of the process design, vessel fab, etc, but a Parsons, Fluor, KBR or Bechtel could, though in todays market I would guess that anyone that could would look to distribute the risk

I know Flour-Daniels... I worked for them more than once and I have been involved in new fabrication with other companies... They can't build the whole thing either... They don't do inspections, they don't do Post-Weld Heat Treatment, etc, etc...Anyway, as always, we are going off topic...

The fact is that the "sale" is a major work in progress... too much speculation... The place has to be evaluated, of course, and with the use of sweeter oil it will not need many units: Coker, Distillate Disulfurizer Unit (not all of them), etc... The good news is that it will be a cleaner operation if they do things right and will generate more employment even if it isn't as much as it used to...

I see this as cautiously positive... After all, it is an agreement in principle... It will be months before we get an answer and it can go either way... I hope the government doesn't screw it up...

Veolia only operates the waste water facilities at the refinery and also built and manages the VIWMA's waste water treatment plant at the Anguilla landfill site. They don't build or operate oil refineries.

Absolutely correct... It is just an intent to buy with a tentative agreement... Now the buyer may bring their own inspectors and inspection's contractor to evaluate whether it is worth investing in the place or not... that may take from a couple of months to almost a year... That could go either way and that is the only truth... It isn't a done deal until the documents are signed by all... That is, if the government doesn't get too greedy and scares them off... Hovensa and the buyer negotiations may be just fine,but then when the government sits down with requests before granting the state operation's permit, the buyer may not agree and could still pull out of the table and walk out...It is a "Catch-20"

That being said, it is still a cautiously positive update... At least there is an interested party...It is better than none...

The government ordered that it must be sold.
If the government scares them off, then Hovensa could operate as a terminal only, as they had planned from the beginning.

From the same governor who initially lied about the enhancements to his home with government money.

From the same guy who pardoned the criminal so she could sit in the first branch of government.

Let me know when it's actually sold, how much the VI Gov. gave away to whomever they didn't properly vet and how much it'll cost us in the long run.

"An agreement before election"... How convenient... "limited experience in refining"... Hmm... Sounds to me more like a prospector... Just my humble opinion... "Financial Investors, the ability to raise capital..." This is not a toy, they are buying a controlled explosion...

It confirms what I've been saying all along, it will take YEARS to reopen the refinery... and billions to revive it...

They are not going to use the Catalytic Cracker, the unit that makes gasoline... Hmmm... Very interesting, so they are just going to concentrate on other distillates...

So if I interpret all the past rumors and questionable 'facts' correctly, there was a deal set with the Chinese, but the senate was too greedy and disrespectful and it all fell through so to save political face the gov + others ran around and on Sept 7th met with a top secret group of money guys who have no real experience in refinery operations but have access to capital and have come up with a grand plan that will put a tentative agreement in place with absolutely no commitments to anything until a 6 month evaluation period that doesn't even start until after the 'sale', and that sale will be pushed through before the end of the year using the gov's current crop of lackeys, but not before the election because the reality of the deal may hurt certain candidates reelection potential.

Sounds like business as usual.


(PS. I could extend this diatribe but why bother)
