Plenty of info on bringing cars down, but how does it work when you're purchasing from a private party?

I've gone to bmv.vi.gov/ but the page won't open and can't find anything about this.

Call BMV.

Been awhile since I've bought a car in VI so don't remember all the steps. Best to check with BMV, directly, but you and seller should go to BMV and have them run a lien check on vehicle and you have to go to a notary public to transfer registration from one name to the other before you can register in your name.

The seller & buyer must go to a notary public. In presence of notary public the seller has the title transferred over to the buyer. Assuming it it is a free & clear title (no liens) the buyer takes possesion upon payment to seller im presemce of the notary public. The buyer is then responsible to go to the BMV to obtain a new title & new plates.

Buyer cannot obtain new title and plates until he gets insurance

I'd still make sure that there were no tickets, liens before going to any notary, buying car, getting insurance, etc.

If they have a lien on the car wouldn't the lien holder keep the title?

Is there any other way to check for tickets? Or does that have to be done at the BMV?

You can probably check liens at the Lt. Governor's Office.
