No problem to buy insurance with a stateside license. And no problem keeping it unless you get stopped; if you get caught past 90 days, you'll have to get a local license. You do not need a local license to register a vehicle.

You WILL need a motorcycle endorsement on your license in order to buy a scooter. My experience with the BMV, having sold multiple two-wheeled vehicles, is that they do not recognize this endorsement universally for all stateside licenses. Different states code them differently. If the BMV staff doesn't like how the MC endorsement is coded for any reason -- including that you caught them in a bad mood that day -- they'll reject it.

Scooters are not a good idea on STX for venturing out most places. Most roads are in bad shape which means motor vehicles are constantly swerving to avoid potholes. Shoulders are non-existent on most roads. Lots of blind curves. Drivers can be a bit crazy. Just not safe for scooters or bicycles.

There is no traffic enforcement here whatsoever so no worries with licenses or insurance.

Insurance can be handy though if it gets stolen, which is a real possibility.

But, as stated above, the roads suck in a lot of places although some paving seems to be getting done.

Driving scooters is dangerous here.

I'm not going to get into the whole scooter debate - we all know the risk of injury/death is higher than in a cage - but the above is actually an advantage of two wheels here in the islands. It's easy to avoid every pothole, and you're more nimble than a car when it comes to getting out of the way.

a new resident in his 60's died in a scooter crash less than a year ago, close to my house. Don't do a scooter.

I think we are upto 11 scooters now that have been stolen among people I know and have met on the island over the past three years? Not including all the bikes that were stolen from the scooter bar or the one that was just dumped into the water off the boardwalk... The police do not care and will not do anything. And good luck getting theft insurance!
