So the citizen's of PR have voted (again?) in non-binding referendum for statehood. What are the chances congress will ever approve? Would be interesting if VI residents could travel such a short distance to a US state.

A non binding referendum is generally a consensus of population views on a particular matter.

Unfortunately, even with an overwhelming consensus for it, if it's unbinding, their legislature can shelve it for an indefinite time, IF, they so choose as what has happened in VI for many different pieces of consensus, including REDUCING THE NUMBER OF SENATORS here in VI and other matters.

PR History is complex as is their relationship with the US, on both sides.
Their financial situation is dire.
(Our's soon come)
It'll be interesting to see how the vote goes.
Many different political parties.
Many for, many against.

probably the only reason they voted for it this time was the financial disaster their leaders left them in.

wonder how congress will vote

But the participation rate was only 23 percent of registered voters.

Their governor is for it.
