The bag and pet/dog combined cannot weigh more than 20 lbs to go under the seat on American. The pet/dog must be able to stand up and turn around in bag as well. They will weigh your pet and bag prior to boarding in Miami. An alternative is a kennel and air freight service out of Fort Lauderdale that ships pets overnight into the Caribbean to avoid the heat of the day. Enforcement was down during the last year's of Obama but certainly laws were still enforced as necessary - particularly for criminals.
