Beg to differ. I know many young Crucians- as a group, in terms of intelligence, aspiration, and motivation I think they compare favorably with kids I've worked with in the states- northeast, southeast, and central. There is more at play here than "it's cooler to be an uneducated thug". I don't pretend to understand the results, I'm not in the schools. "I thought that the law allowed "reusable" bags and that the plastic has to be X mils thick?" That's correct. The plastic bags you see stores charging for meet standards for reuse/recycle that are defined in the law. They cost 3-4x what the flimsy plastic bags did.
