How does it mysteriously appear when the site was being guarded by the military - supposedly?

It was also being guarded by civilians and I had read a blurb somewhere that there was a period when nobody was available to guard it. So perhaps that's the answer.

Civilians for one day. Military took over after that according to Mapp.

There was never military at the ATT tower site even once. After the generator was stolen, armed civilians who were guarding Gallows Bay watched the ATT tower. The generator from Computer Solutions/Colorama in Gallows Bay was volunteered and is still in use at the site.

Mapp must have put the story out there hoping to scare off another attempt.

The governor spoke with Joe York, president of AT&T Florida, Puerto Rico and the U. S. Virgin Islands today, who updated Mr. Mapp on AT&T’s progress in cellphone coverage restoration territory-wide. Mr. York said a barge with microwaves and other equipment had arrived in the territory, and additional AT&T technicians and those from another firm, were to arrive on Sunday evening, with work set to begin on the towers on Monday. AT&T cellphone service should start improving by the middle of next week, Mr. York told the governor. AT&T is also shipping in generators that are to improve the durability of the towers until the Virgin Islands Water and Power Authority (WAPA) is able to provide power to them.

Not our mission to protect private property, if the governor would have been smart and categorized cell service as "critical infrastructure" things would have been different, but as it is that's like expecting us to come guard YOUR generator (lots of civilians missing generators right now) instead of handing out food to thousands or coordinating recovery efforts (construction et al).

Cell service resumed this evening in Cotton Valley... kind of. Like everywhere else it seems, you can text, make calls, but sending/receiving photos or video is still sketchy or not possible at all.

It's nice to see some progress though.
