If the ACA is over-hauled by the GOP; they are talking about allowing health ins policies to be bought across state lines. Meaning that you could buy a policy from a provider in another state.

Would this allow VI (or other territory) residents to also purchase policies from a state on the mainland?

Who knows? You'll have to wait and see what the new "law" says about that. To paraphrase Nancy Pelosi, we'll have to wait until the new law is passed to see what's in it.

If you are in the States, lobby your representatives to have territories specifically covered under new plan. The original bill said "states" and some assumed the intent was to cover territories, but since the wording specifically said states, congress deemed territories ineligible.

Territories also don't pay federal tax so that's another drawback. Everybody in the States is subject to fed taxes but few in territories are. You have to pay to play.

Not all states pay federal income tax, I believe.

I believe that you are wrong. Please name a state that does not pay federal income tax.

DC pays federal income taxes.

No territory pays federal income taxes, they keep the money at home.

Not all states impose a state tax but if you're living in any of the 50 states you're subject to federal tax. If you live in the VI and have income you pay VI taxes and maybe taxes in another jurisdiction depending on your circumstances.

I very well could be wrong and confusing the state tax with federal taxes.

Some states have no state income tax, but all pay federal income tax.
