If you have it, please post a link to the actual ruling. The Avis article did not make it out to be such a "hooray" for Hansen. According to The Avis, all of her claims were thrown out of court and the only thing the judge said was that the PSC needs to be more transparent. I fail to understand why a Senator can't figure out a way to deal with LEAC other than taking the matter to court.

Exactly. It's unfortunate that as Chucky not only wastes taxpayer's money filing a suit which was legally tenuous and ill-educated at best from its inception, the OP reads one article in one newspaper where Chucky is quoted as having claimed a "victory" and believes it. The truth is that the majority of the suit was thrown out, as it should have been, and the "frivolity" of its basis was discussed in the media at some length way before it came to court.

Hooray, could not be more from the point. Boo is more apt.

"Tropical Depression" Chucky (downgraded from "Hurricane") finding more ways to spend taxpayers funds in futile attempts to attack a symptom of the issue, all the while blissfully ignorant of the need of a well thought out approach to the cure.

I do not agree with this litigation as a way to drill into the LEAC setting process. It is a waste of time and money. But this is an example of why the VI gov.t needs revamped.

This is one Senator's way of bringing a spot light on the process of establishing the LEAC rate. The PSC sets the rate autonomously based on input provided by WAPA. The Legislature has no authority to question the process or the input data and is resolved to other means - like litigation. The VI's LEAC rate is more than that of similar Caribbean nations like the Bahamas and Bermuda. And there appears to be an 'exclusive" contract with Hovensa for the supply of fuel oil. Most other island utilities buy fuel based on an RFP process.
