There has been next to no "obstructionism" where the subject is concerned, only questioning why a senator apparently chooses to sponsor (yet another) bill only if a certain number of people sign a petition.

Wow, some people have way too much time on their hands. This is a positive thing, why stir the pot and make a big issue out of it. Exactly. Nobody's arguing or ranting - we've been there done that before many times with this proposal and nobody is refusing to sign a petition to bring it up again, simply curious about the senator allegedly involved.

There is a federal law (the 2014 Farm Bill) which outlaws attendance of animal fights. However, the Virgin Islands code still deems it as commercial/entertainment activity, in the same category as theater and movies.

§ 47. Tax on performances and entertainments
(a) A tax at the rate of five percent on gross receipts shall be levied on all performances, or entertainments, not including dances, but including cock-fights, horse races, theatrical performances, motion picture shows, boxing matches, circuses and concerts where admission is charged or where admission is available to contributors, or where or for which contributions are solicited.
