Does the new WAPA bill reflect the LEAC increase?

The increase IS a LEAC increase:

I couldn't agree more, Smokin Joe. Arrived here in November 2010 and my first morning I looked out across the island and my first thought was "How beautiful." My second was "Where are the windmills and solar panels?" It took me two years to get my stuff together but we finished the solar installation yesterday. A 9 kW whole house system. Now, what can we do to make it affordable for everybody?

What about if wapa paid to put solar panels on homes? That way they could charge people still for energy used since it is their equipment. It would cost alot up front but would pay off huge down the road.

What did that solar system set you back? I wish I had the money to get it off the ground, but things are just so rough right now.
