I would think by now technology has advanced whereby solar powered street lights could be installed coupled with low power using LED bulbs where electricity would not have to be used at all.

I lived in a city where a large road (two lanes, each way) had its streetlights replaced by solar-powered lights. The solar-powered lights were not nearly as illuminating as the lights on the grid, so the road was much darker after the conversion. Definitely not the best use of solar-technology. =

People will sign if you put the word out.
Many people sign that do not live here any more.
Spread the word. After all it can't hurt and may help plus it's more signatures that can be handed to our illustrious Senators combined with the .org one.

Maybe my understanding of the numbers is all wrong but if the average reduction in consumer WAPA bills is calculated at 30% once the system switches to propane and the billing for streetlights (not to be implemented before the general rate reduction) is estimated at $5 per customer, where's the rub?

The rub is that we have alrady been paying for the street lights thru our property taxes and they (VI Gov.) has not paid WAPA. The VI Gov. provides very little for the all the taxes we pay in order to live here and are determined to sqeeze us for even more when they cannot budget their way out of a paper bag or know the meaning of the word, budget, much less have any fiscal responsiblity and intergrity to the people they are supposed to be serving.

30% reduction in the LEAC, not in your total bill.

Not even 30% reduction in LEAC. HH claims a 30% reduction in the cost of fuel. Since the LEAC now consists of so many other things than just the raw fuel cost it's estimated that the average residential customer will only see about 3%. Additionally a portion of our property taxes already are earmarked for streetlights. The VI GOV doesn't pay it's bills. It can't. With the size of the payroll and the number of people who pay taxes it's just not possible. It's a big part of the reason WAPA AND THE HOSPITAL are in so much trouble.

Didn't the LEAC already go down? And the switch has continuously been described as resulting in an overall reduction of 30% in fuel costs which will be passed directly on to the customer.

The LEAC fluctuates with the cost of fuel. The reduction of 30% was originally touted as a savings to customers. In subsequent press releases it was defined as a reduction to WAPA for fuel costs.

I know what the LEAC is and how it works. I'll have to do some more digging as everything I'm coming up with says exactly what I posted earlier, viz, "... an overall reduction of 30% in fuel costs which will be passed directly on to the customer." If you have a link to later news/press releases correcting that, please post and save my fingers!

The government and the hospital does not pay their bills so WAPA's debt is huge! Then WAPA runs the most inefficient administration system to employ more people. I hear they are going to take layoffs , likely all in ST. CROIX as the administration offices for WAPA are in STT.
Then you have Senators that don't pay their taxes so how do you expect the system to work well? Maybe MissJustice can find out how many senators have tax liens against them.
