For wireless Internet access here in Europe, I have been using an Alcatel-Lucent modem 9799 MIMO Dongle 2.3GHz.
Does anyone know if there would be any use for this device in the VI?

Its a WiMax modem. WiMax is not really common in US. Incidentally, Choice uses WiMax here but I don't think they have the technical savvy to help you use a device they did not supply.
