I read Commissioner Golden's lengthy 2 page letter in the Avis today and, on a quick reading, it does not explain why the CCC is holding the Divi Casio liable for mistakes that she admits, in her letter, were made by the CCC. Her letter also does not explain why the CCC took such a belligerent stance against the casino by threatening closure.

interesting to say the least. the last article in the consortium was a good one.
does this article mean she is back from her fact finding mission in peru?
