Its my understanding that DPNR controls commercial fishing licenses though I couldn't find the specific reference on their web site related to commercial fishing license.
http://www.dpnr.gov.vi/

I did find several articles that, even as recently as 2004, indicate a moratorium of NEW commercial fishing licenses in the territory. You might consider giving DPNR a call.

The fishing year for commercial fishers in the U.S.V.I. is from July to June of the following year. In August 2001, the Commissioner of the Department of Planning and Natural Resources issued a moratorium on the issuance of new commercial fishing licenses. Those individuals that were licensed up to 3 years prior to that date were allowed to renew their commercial fishing license.

Hello,

There is a publication called Commerical and Recreational Fishers' Information Booklet published by DPNR, Fish & WIldlife & Environmental Enforcement. Call DPNR (340)774-3320 and see if they will mail you a copy.

If you really get stuck and are thinking St Thomas, call Stewart Loveland at Neptune Fishing Supplies - 340-775-0115. If anyone knows anything about fishing the VI waters, both commercial and recreational, then Stewart's the man.
