My plans are to come home with my section 8 voucher. My only worries are a job and a working car.
I know WAPA is still BS in their way, but I do see things coming along. Would there be room for me on StJ?

Check and make sure there is available (undamaged) Section 8 housing for new residents first. On St John we will likely have a few folks who now qualify for Section 8 that didn't before the storm, and housing here is already in short supply.

There are not enough jobs yet to go around. Working cars are plentiful as people leave island and sell, but anything under $4,000 will likely need a lot of work to keep running.
