Commercial fishing in the USVI

I have quite a few friends who are making their living fishing. Here is an article that is supposed to "severely limit" fishing in the USVI. I wonder what the opinions of the people here are? I believe if it is enacted that the price of local fish will have to go up to compensate for the reduced amount of fishing.

It seems that these new regulations will also effect PR and I wonder if the BVI, or even farther south islands, will take up some of the slack. I know that the BVI has become more "territorial" of it's waters and wonder what more restrictions in the BVI will come from the USA's stance on fishing?
