I posted the link.l from the senator.
That wasn't my quote, Scubadoo.

What I've learned over the years:

After Hugo, no power but phone worked. No cable TV. Power not restored from 9/18 until the day before Thanksgiving. Small gas generator ran basics. Refrigerator, water pump, a couple lights, hot water heater, and washing machine. Not all at the same time. No microwave, no dryer and ladies if you need to use a blower for your hair....forget about it. Long lines for everything. Forget ATMs, banks won't cash checks over $$200, no internet except at a few places. Call centers at a couple places...Long lines. Also for gas and ice. If you have a cistern, a bucket on a line if you needed water without generator use.

After Marilyn same deal except no phone...and no power from 9/15 until a few days before Christmas. Much more damage, longer to get services back and get back to any semblance of normality.

One of the reasons I don't bundle my services for phone, cable, cell and internet thru Innovative is that I've never been able to rely on them. It may cost me more but when the power was out yesterday and I turned my whole house generator on, I had land line, internet thru BBVI, Tv thru dish and my cell thru ATT, worked.

That's not to say, due to a catastrophic event, all of that would be available but a WAPA outage should not affect thousands and the ability to communicate and get and receive information and performance of businesses, especially those of emergency services.
Prior to EVO boxes, phones worked during an outage if you had a spare basic phone. Even when power would get restored, if you had Cable it would be hours before it came back on. Think about it.

Understood, I miss-quoted.

Heck, I don't even think we had cell phones in 89.
I had to get one after Marilyn in 95 as phone service in my location back then was not restored until the following May.
It was almost as big as a regular phone.
We didn't have cable TV for almost 2 years.
At least we had Channel 12, PBS.
