Emissions from WAPA

I found large stains of carbon and who knows what on my window sills this morning -- presumably from WAPA. I don't want to imagine what is on my roof. I obviously need a water filtration system --did some google searches for recommended under the counter models, and the only ones I found were reverse osmosis systems. These systems seem to be very profligate with the water itself, wasting 4 gallons for every gallon processed. This is not very appealing. Any comments or suggestions?
