employment opportunities for public safety

I am contemplating moving to STT. In the past, I have been a deputy fire chief and more recently have worked as an emergency preparedness coordinator/disaster preparedness coordinator. I have worked in the field of fire/safety/EMT for almost 30 years. I was wondering if a higher level position will be difficult to obtain? Thanks for any leads you can give me.

When you say "higher position", know that the government prefers to promote from within. Also, unlike most places in the states, fire and EMS are separate entities. I am not sure if the fire department even does basic first aid.
