Given the past history of how USVI gov’t receives $$ it seems that some of it is always ends up siphoned off into “who knows where land”. For example the multi million $$ supposed to be in an natural disaster emergency fund, was not there post Hurricane Irma because it had been used to pay other gov’t needs per Gov Mapp.

Something tells me this latest Federal assistance will be not be spent 100% for the purpose it was intended. I hope I am wrong.

We need 100% Federal oversight of this cash or Mapp and his buddies will wind up with new cars and houses.

At best right now we could hope for a "modest" Governor house which should be ready to move in right as the Queen is dismissed.
