What forms or phone numbers to use when currently residing on the mainland?

Form 4868 - EXTENSION
https://www.irs.gov/pub/irs-pdf/f4868.pdf

Same Form 4868 as used for stateside.
Just deliver it to the VI BIR with a copy and get date-stamp (do not mail since you may need that date-stamp copy as proof of filing).

You may need to send EXTENSION to both the VI-BIR and the IRS if you will be filing a tax return with both locations (i.e. income from both locations in year of move if less than 183 days OR if you have self-employment income).
