Have the rules changed for Jacks and Isaacs?

or are people now allowed to:
1) drive up the dirt trail from grapetree and park at the top of the hill where the thick metal gate blocks driving down the hill?
2) bring large, aggressive dogs on the beach, with no leashes, during turtle nesting season?
3) spearfish?

a family of 4 with a sea-green ford explorer license CEB-138 apparently thinks so.

Those boys don't mess around and they pack.
