Do condo owners living in the USVI also purchase a separate condo insurance for items within the condo unit or does the insurance that is part of the monthly fee include coverage?

I am not aware of any condo associations that use dues or fees to insure the inside of your condo. The extreme cost of wind insurance (hurricane) is part of the reason that condo fees are so high here. I know that a few associations are self insured as well.

Yes, if you want the interior of your condo fixed, including the replacement of all of your possessions, you need to purchase an H06 policy that insures your unit from the walls in. The condo associations HOA fees typically purchase insurance to cover the remainder of the unit, but, check with the association and review the association policy to make sure that they do.
