The source article I read had a lot of information that was almost right. If you read the agreement you will see that it's not 800 million to the VI Gov't in 3 or 4 yrs. Sinopec has leased about 75% of the currently available storage(10 million bbls) however there is storage for approx 33million that can be brought on line. The 130 houses are already there as are the community center and tech school and are serperate from the approx 300 acres. As I said, lots of almost right information.
