Hi my name is Tom and I am on Social Security Disability. I was diagnosed as being legally blind two years ago and my eeys will never get better. I live in South Dakota and since I do not drive a car I get tired of being a shut away during our long winters.

Consequently, I thought I might as well as make the best of my situation and live in paradise that is still governed by the laws oof the USA.

Can anyone give me inside information about the HUD subsidized apartments on St. Thomas? Such as: are they clean, are they located in a safe part of town and so on. I have a Master's Degree and have taught at a University previously. So are any HUD apartments located near the University?

I am on the HUD voucher program so I can move anywhere.

Thank You in Advance:

Tom-

I'm not sure where the HUD developments are located on STT. On STJ, the most likely HUD places would be the George Simmonds Terrace and the new Belleview Apts., which are under construction. If you'd like to live on STJ, these might be good options for you. However, I don't know how you could get in touch with the appropriate people to ask about renting them. Maybe there is a HUD office in the VI that could help?

Both these complexes are close to the STT ferry.

I hope this info helps you a little.

While I realize SSD is different than SSI, you may want to look into continued eligibility for SSD if you move to the USVI. Residents are ineligible for SSI.

Thanks Celeste, yes the Virgin Island Housing Authority in STT handles many HUD apartments. If these new apartments received any type of government grant then by law they have to set aside a portion or all of the apartments for the elderly and or the disabled just like all the ones I listed in a different post. I think I did read that the new apartments you listed did receive a hefty HUD grant to build them. Since I am a year out or so I will e-mail the authority and ask them if some or all them will be for the elderly or the disabled. Then I will be asked to be put on a waiting list. I just want a decent apartment with a great view in before I go completely blind.

Celeste thanks for all your help.

Tom: I hope you will do some in-depth searching. The St Thomas units you named for the most part have extremely long waiting lists of local folks. I know that the new St John units are reserved for St Johnians. I don't know what the residency rule is, but I would be very careful.

Well, thanks Eastender. But the rules are I get moved up to the top of the list because I am legally blind no matter how many people on the list before me. As for the St. John rules I am on the voucher program so I can live where ever I want in the USA or USA territories. In fact my SSDi will go up for the rise in cost of living there also. So it is all making sense. I do appreciate your concern though Eastender thank you! I am one to two years away from moving also. I can work through the HUD office here and they will work with the HUD office there. I would not make a move without everything in writing first, can you tell I am in the legal field? LOL.

What I need is your opinions as to what apartments are the best from my list and are in the best locations? I would like opinions on this before I make pre-move visit.

Thanks.

Okay, here goes and you can send the hate mail to the email address I posted. What an attitude!! Have you ever been to the VI's? Maybe, just maybe there is a waiting list because their are very needy folks on island. So you, come down from the mainland and with that college degree attitude have no problem displacing someone on that list because you get to the top of the list. You've got to be kidding right? Your postings are a joke, right? Boy are you selfish.

Tell you what come on down here to Los Angeles since it's also warm and I'll get you into Nickerson Gardens. You'll last a day with your attitude.

You may be legally blind but could you ever "really see".

Man you are too unreal.

Well, Tom, I wish you luck. There was an interesting article in the St Thomas Source a few days ago: http://www.onepaper.com/stthomasvi/?v=d&s=News:Local&p=1098504421

Yes I read that, previously. Thanks Eastender, I find it interesting that you seem to be not answering any of specific questions, and you seem to be against me moving there?

OOPS Sorry Eastender I forgot to write (joke) after I wrote, " It is like you do not want me to move there." I really was joking, but I do find it interesting you have never answered my specific questions about which apartment complexes are safer?

Nevertheless, I do thank you sincerely for your help.

Allen I see much more than you. I am also needy and blind. No my posts are not a joke and I really do not care about your red neck response.

Allan seriously you are right. Your post got me thinking no I have never been anywhere, out side of the Northern Plains here in the USA.

But I could never be happy moving somewhere displacing needy people. I have a few years before I will move. Therefore. I will be put on waiting lists like anyone else and wait my rightful turn.

As for your comments about me moving to LA because it is warm. That was a red neck comment and very uncalled for. Unless you are blind you have no idea how hard life is especially in the winter times.

Consequently, no one has yet to answer my original question which has been asked three times now and is: Which complexes are safe? So I know which waiting list I should put myself on to wait my turn

Hello Tom,

Most "government" housing apartments/developments with the exception of the old folks home(s) and the home ownership areas are called projects. The projects are usually the areas locals will tell new residents and visitors to avoid because criminal activities tend to be higher in these residential areas, because of stereotypes, because of the unknown factor... but mostly because of the crime potential of being in the wrong place at the wrong time.

Here are some comments on the areas around or at the facility itself. Keep in mind the comments are just on the general location and not the facility - I am not familiar with the actual buildings/apartments so can not help with this.

Thomasville Apartments, Parcel Estate Bovoni Charlotte Amalie STT
(Not placing this one.)

Ginger Thomas Home 149-1 EST. Annas Retreat. STT.
(Annas Retreat is ok, but I am not familiar with the home/exact location.)

Ebenezer Gardens Parcel 9 F Estate Hospital Grounds. STT
(Not a good area generally speaking; the upper area is ok and the lower area is known for drug related activity.)

H.H. Bergs Homes/ Bergs Addition
# 7 Hospital Ground, St. Thomas
-Year Built: 1936, 1968 (Addition)
-Number of Units: 50, 24 (Addition)

(Same as above)

Estate Bovoni Apartments
#2-3A Estate Bovoni, St. Thomas
-Year Built: 1971
-Number of Units: 364

(not a good area)

Step Backwards
The Knolls at Contant
#171 Estate Contant, St. Thomas
-Year Built: 1971
-Number of Units: 364

(I can't place this one... some areas of Contant are known for drug and criminal activity and some are ok.)

Michael Kirwan Terrace
# 64 & 65 Estate Lindberg, St. Thomas
-Year Built: 1971
-Number of Units: 364

(Ok, flat area close to the airport, close to the university)

Lucinda A. Millin Homes
Parcel #1A Estate Thomas, #1 New Quarter, St. Thomas
-Year Built: 1968
-Number of Units: 85

(This is the home for the elderly; its right next to a main road, close to Havensight; right next to the two below which have a lot of crime related issues.)

Oswald E. Harris Court
Parcel #1 Estate Thomas, #5 New Quarter, St. Thomas
-Year Built: 1959
-Number of Units: 300

Paul M. Pearson Garden
Parcel #1 Estate Thomas, #1 New Quarter, St. Thomas
-Year Built: 1952
-Number of Units: 120

Pollyberg Gardens (Homeownership)
Estate Taarneberg, St. Thomas
-Year Built: 1984
-Number of Units: 14

(ok)

George Simmonds Terrace (Homeownership)
#16 Estate Adrian, St. John
-Year Built: 1984
-Number of Units: 12

(Seems like a quiet area.)

Tutu Hi-Rise Apartments
388A Estate Anna's Retreat, St. Thomas
-Year Built: 1970
-Number of Units: 400

(ok area, close to banks, churches, grocery ect.)

There are pictures of them on the Housing Authorities web site at:

http://www.vihousing.org/sttcommunities2.html

Is the Section 8 program also an option for you?

Tom,

If you've read this board for any time at all what I'm saying won't be new to you.

These islands are different than anyplace in the states. It's important that you come down on a pre-move visit and see for yourself if this is where you want to live. There are folks who just up and move and do just fine, but those are the exceptions. And I think the advice is especially true for anyone who has special circumstances - small children, physical challenges, any special medical needs, etc.

As to the HUD apartments of STX, they are small projects, look like run-down apartment complexes. Not much to identify them as public housing. Much of the drug crime is centered around one or two of the far-west end complexes.

You're not getting much feedback on them because, I would imagine, none of the Continentals who move down live in any of them. Housing here is odd, there will be public housing and mansions within a short distance of each other. A lot has to do with altitude -- the more expensive housing is further up the hills. So I see a few of these housing complexes all the time as I move around, but really don't know anything about them.

If you do come down to STX for a visit, give us a call, we can meet for a drink and you can pick our brains.
