Come on! Do you really find it surprising or a head scratching moment?
Every single audit that has been done by the OIG of every branch of this government has been shown to have major issues either with wasting money, mismanagement, thievery, etc. EVERY SINGLE AUDIT!

This shouldn't be a surprise to anyone. Just about everything connected to the GVI is corrupt or mismanaged.
