Is it possible to establish an LLC in USVI prior to establishing a local address?

Not sure about LLC but DLCA requires a resident contact in order to get a business license. You can get a license as a non-resident but must have a local resident sign as being responsible contact (for when things go wrong and they need someone to go after)
