Does anyone know if this opened back up or not?

oh no. they sold their building to Stanford, and then Stanford got locked up. Moonraker became extremely difficult for them to control - the violence was getting out of hand. Now, the only places to hang out in town are Angry Nates, Zebos, Brew Pub, and a couple other restaurants with bars. Bongos should be opening soon, and 54 is open for select days and events.
