does anyone know of anyone who can drill or cut a hole in the top of a septic tank so that it can get pumped out? my tank has a cover with no provision for pumping out.

Can the cover be removed to pump out?
Why do you think you need to pump out?
Is the water not exiting?
Do you have a trap before the septic?
Perhaps it needs cleaning(YUK).
It`s been my experience here there is some blockage that you need to correct(usually).
