Run-Off...Write-in?!

Why is there a space to designate a write-in candidate in the run-off election?! This is a run-off, not the general election. -_-

Supposedly it's in a law. Gives people an opportunity to vote for whoever they want.

Write-ins in a run-off election could keep the suspense going, by preventing the two main candidates from getting a majority of the votes.

The point of a runoff is to settle between the two highest vote getters. Write in should not be allowed since it negates the entire point of a runoff.
