?s on becoming a resident

Hi,
I just got out of the military and now live in Arizona. I am a US citizen. Since I have the G.I. Bill I figured why not go to a University that I've
always wanted to go too. (Which is UVI) But the G.I. Bill only pays for instate tuition. I was wondering how does one go about becoming a U.S. Virgin Islands resident( or whatever they call it) so I can pay only the instate tuition.

1. What is the process?

2. How long does it take? <------- Important to know

3. Where can I find this info.

Thank you for reading and answering.

Have a great day!

You can check the catalogue here: http://www.uvi.edu/sites/uvi/Pages/Academics-Catalog_and_Graduate_Bulletin.aspx?s=AC, but be warned they are pretty cagey in the definition. Basically you have to be a USVI resident for 12 months.
