Can't help with the Skype but (a) have you read everything on this site about moving/living here; (b) have you been to the USVI to decide which island would best suit you (and see if island living is for you); c) do you income other than SS to support you living here?

You can find tons of info here just by reading and asking lots of questions. Skyping with a stranger would be uncomfortable for most
