*what is the tax rate when buying grocies and is there income tax to pay to the island? thank you

There is no sales tax paid by the retail consumer on groceries or anything else.

The income tax is exactly the same as federal income tax, except that it is paid to the VI government instead of the IRS.

Sharon,
there's no equivalent of state, or other local municipality, taxes in the USVI. We're like one of the few states, such as Texas, that don't have a state income tax.
