Has anyone ever had to file for installment payments on taxes due in St Thomas, Are they hard to deal with or are they reasonable. No money to pay right now and just wanted to get some feedback !

Yes, the VI Bureau of Internal Revenue can establish an installment plan.
You stated no money to pay, but the longer you wait the worst the penalty and interest can be.
