On the way to work and listening to the radio I had the thought, Is or was it legal to sell some islands and all the people who live there without their input or consent? Just wondering.......

I'm sure the people were not sold!
Wasn't the first time it was done.
LA. Purchase
Manhattan
Arizona
Alaska
Hawaii??

Also when the USVI was sold it was for the umpteenth time!

Bombi,
A simple answer to your question is NO. The Feudal Land Tenure System did not require input or vote from the land occupants. The US operates under the Allodial system that has been modified to common law courts regarding ownership via Limited title. This you can reference by Fee Simple. The Allodial system does not apply to the US Virgin Islands because the islands are an unincorporated.
