WAPA liability for home appliance/ motor failures?

So when my water pump comes on I see a very slight and quick dimming of my lights in my house that lasts about .5 second. Is this indicative of a problem? According to the above posts it is. I had an good electrician out recently to replace my meter boxes etc. and the problem still happens. Is this something I should talk to an electrician about or is this somewhat normal?

The draw for start up on the water pump does the same at my house - in over 30 yrs in this house I have had electricians, engineers, and really smart people agree - normal.

Mine does the same, and my 4 HP A/C compressor dims the lights considerably when it starts. A Hard Start Kit (start capacitor with a solid-state relay) reduced it to a slight flicker. It may be normal here but there was never any of that in my stateside home.

I'm not a lineman or electrician, but I do understand Ohm's law and have an in-depth understanding of electrical principles needed to do A/C and refrigeration work. I think our feeders have too much voltage drop. They may be too long or undersized. Also I have seen many times where voltage was too high or too low at a particular location. Is it incorrect transformer tapping, or just fluctuating load?

WAPA is one of a few things about these islands that make us feel like a 3rd world country. Two days after Earl, barely a breeze, WAPA was congratulated for returning the power service to most people's homes. No one should have lost power or even had a flicker during that little squall. There's no excuse for it. If we got a Cat.3 we'd all be without power for 6 months!

I think the ultimate solution is to install a high efficiency Diesel generator, supplement it with wind and/or solar, use it to feed a battery bank which powers an inverter, and PULL THE WAPA METER OFF THE MAST AND SEND IT BACK TO MR. HODGE!

When we had some serious storms - Hugo, Marilyn etc. Wapa was mostly back in 3 months.
