WAPA Smart Meters

So, in March WAPA replaced the electric meter at my house with a smart meter. (I only noticed because they turned the power off to do it and neglected to turn it back on.) I thought it surprising that WAPA would voluntarily update functioning meters, until I saw the following article, after which I began to wonder if the change was simply because WAPA got a "deal" to use up surplus meters that stateside communities are now ripping out due to catastrophic failure. Any thoughts?

WAPA said the smart meters that they use are not the same ones (different manufacturers) than those with the reported problems.

It's good to hear the meters are from a different manufacturer.
