This past Saturday there was a Forum held as reported by the Source Aug 10, 2009. Reference Article "Democratic Forum yields action plan to combat crime", Forums mantra was (Stop the clock on crime). Acting Police Commissioner Novelle Francis said Quote "While the goal is to get back to more community-oriented policing, much of the Officers Time is spent responding to phone calls from the public and writing reports"Quote. I don't want to tell anyone how to do their job, but isn't responding to phone calls from the public a large part of Police work and doing reports. You cant make this stuff up!

To be fair, "responding to calls" usually means that the crime has already been committed.

"community oriented policing" is an attempt to prevent crimes from happening.

reactive vs. proactive
