I don't know what you mean by "run". I do have information re the EDC website. PM me and I'll help if i can.

Who to contact with an issue using the website...it doesn't seem to be gov't run.

If it isn't working -- it is more than likely Govt. run - websites and their maintenance, updates, and response seem to be a very low priority in many Govt. departments.
