Jane,
What might the press have reported, had they not been kept away by police?
Police presence has an interesting effect on voter turn out. The segments of society who are affluent and live in well-tended areas are not put off by police presence. On the contrary, they welcome it. Those other folks who live with less opulence and for whom the police often represent repression, bullying and incarceration, tend to avoid the poles when police are present.
But I am only an armchair sociologist and because I'm not rich, see things through tainted lenses.

The police were there to keep the press and other observers from going into election headquarters where the counting was being done. My paranoid mind finds that the most sinister.

Half of the members of the board either work or worked for the deJongh Francis administration or were married/related to DeJongh's employees.
Dotson James - St. Croix administrator for 6 years while on the board
Raymond Williams - Chief of Staff of the Lt. Governor
Carmen Golden - mother of Ann Golden, director of Casino Commission
Anita Davila - aunt of Carmen Golden
That's just St. Croix. In STT two if DeJongh's commissioners sat on that district board when he was reelected.
The bullying of the police is further magnified by the fact that the close circuit televised ballot handling was interrupted and most ballots were handled off camera.
What is ironic and consistent is that 3000 ballots from the STT district went missing last election. No federal investigations, no firings, nada! So for all that police presence as ordered by DeJongh's administration, we were only guaranteed voter injustice and secrecy.
Reminds me of Zimbabwe, where Mugabe had his opponent arrested, (like Donastorg was, after a girl admitted that DeJongh's people offered her $150,000 to accuse him). The same Mugabe had his employees counting ballots. And his appointed judges determining eligibility of the electorate and the candidates.
The answer is yes. We do have a third world when it comes to elections. We also have a third world when we consider that the chief used our jewels to fix up his hut, but the same money was appropriated for road repairs. And I think there should be no question about whether we are driving on third world roads.
So the next time our sitting senate president, Malone calls Washington to complain about an email list that he thinks didn't work in his favor, he should mention the 3000 ballots that went missing from his district. All the while, our sitting delegate Christensen has yet to use her office to call for observers. Where is Jimmy Crter when you need him.
Welcome to the Third World of the United States!
