This is good news they have come a long way:

Kpufer also said that 1,777 residents have completed the eight-week “Digital Literacy Training” course offered by viNGN at the public computers centers, which introduces general computer and Internet skills. The course was made available through a partnership with viNGN, CyberLearning Inc. and the National Education Foundation. At the end of the training, participants receive a certificate issued by the State University of New York.

I'm not sure why anyone should be celebrating this milestone. Has anyone out there on the board benefited really from this and if so, how?

I haven't seen my speeds improve to what mainlanders experience nor has the cost of internet service come down.

Lets not kid ourselves, this was a GVI plan to control internet access and create a utility monopoly like WAPA.

Gullible Virgin Islands sucked it up hook, line and sinker.

When it comes to VINGN, the worst is yet to come but please prove me wrong.

I want to believe.

The same chairman was the author of the articles of incorporation. Nor is he affected by term limits as the VINGN chair. Guessed yet?

Now guess which senator's committee had jurisdiction over approving the VINGN contract and its board's structure and its lack of external regulation and quality controls? I will give you a hint... He is running for congress.
