It says PLUS WATER AND POWER. That means in addition to the rent you have to pay water and power.

http://www.ccavi.com/ 1300 per month./ a 1 year lease would be less. Plus utilities ( electricity and water )

yes you would pay rent and in addition you would pay for your electricity usage and your water usage.
