True that every time you go from USVI to Jost you have to check in with your passport and pay $40?

Don't know about the $40 but it is British so you must clear in and out and clear back into USVI. Rate depends on various factors.

Not sure where you're getting the $40 from but the BVI departure tax is $20 per person.
