It appears WAPA is about to make a positive move forward with 18 MWe of PV solar power.

However, they still need to address the existing base-load fuel-oil driven, inefficient generation capacity, as renewables can only replace maybe up to 30% of that. The existing base load units are still the USVI's Achilles Heel.

Agreed- a step in the right direction. HOWEVER- This PPA also (like previous ones) needs to be fully scrutinized- WAPA has traditionally received substantially lower rate alternatives, only to jack up the prices- for instance- they would pay the Solar Producer say .17 a KWH and then sell it tous at a "discount" of .34 a kwh- instead of more immediate rate payer relief.

Is this perhaps why the PPA or even draft PPA is not public knowledge? Will be very interesting to see how much this "discount" will be. No, caution MUST be exercised here- we should not have to keep on paying for WAPA's inefficiency. Privatization is better....

Would our wonderful power company ever do something over charge us? We need to get the bums out of here and start all over with a focus on providing the lowest cost to its customers instead of paying Mr Hodge over 200K and all the other bloated admin people there!

I put 3K of solar panels on my house this last year. I look to do another 3K more, but buy them from Ebay.

But it a step in the right direction, but we have so many miles to go!

Chief, here is the web page with a link to all of the RFP documents including a "model" PPA.
