Looks like there's some kind of military activity -- probably National Guard? -- setting up lots of tents at the Boy Scout camp over here. Is this a usual thing?

Yes. VING uses the camp a few times a years during drills. (tu)

this is a very busy year for us... you'll see dramatically more activity than before, just exercises, nothing to worry about.
