Aluminum plant on STX

Good Afternoon,
Does anybody know who owns the old aluminum plant on stx (next to hovensa)? I think I remember hearing they were going to start up the power plant there? Any word on that?

From what I heard, it's being renovated to become a new ethanol plant. Perhaps someone else knows more about this than I do?

From what I understand it is not going to make ethanol, but it is going to supply chemical additives that are used in conjunction with gasoline and gasoline products, that you could call octane boosters. I saw the technical name for the materials awhile ago, but they were much bigger than $1.00 words. If I come across that data again, I will post.
