Are atvs legal if they are equiped with lights turnsignals etc. Some states allowed as long as they are insured, have highway equipment . How about on Saint Thomas anyone know?

ATVs seem to be legal only if a cop is driving them. Same goes for golf carts.

I'd suggest calling the BMV and asking directly. I'd guess they're not legal for public use on public roads.
