The BVI has taken the lead in building new dive sites and artificial reefs. http://www.divethebviartreef.com/
I wonder if St. Jeff could be convinced to help the USVI to meet this challenge?

From the picture posted it didn't look completely submerged and it looked canted.

Love Mt. Point. Always used to stop there on way into Gorda Sound to dive and snorkel, sometimes overnight if no ground seas. Not sure how I feel about where and how they located this tho I think the program, itself, is wonderful.

All meeting the challenge takes is money, dedication and permits.
Don't look for funding from VI Government.
