It means nothing. There is no enforcement in the VI so cock fighting will continue as usual like everything else.

If anything, payoffs might have to increase a bit.

Stacy Plasket believes it's "our cultural heritage" and opposed the ban.  Cruelty is not cultural. 

sigh, its horrible to think that purposely hurting/killing a living thing is considered cultural

It may have been culture at one time but we evolve. sadly if it is banned it will continue underground and not be enforced. Kind of like the dog fights that known police officers attend.

Out of curiosity i went to the cock fight arena in San Juan years ago. It was barbaric what I saw but the arena itself was OK, not like the nasty looking ghetto look of the STX ring. Never went inside the STX ring but it looks like a dump from the outside.
